CONTENT OF TERMS OF REFERENCE FOR INDIVIDUAL CONSULTANT

 

1. Organisation Background

United Nations Population Fund (UNFPA) is the lead United Nations agency working towards a world where every pregnancy is wanted, every childbirth is safe, and every young person’s potential is fulfilled. Guided by human rights principles, UNFPA’s work focuses on three transformative results: (i) ending preventable maternal deaths, (ii) ending unmet need for family planning, and (iii) ending gender-based violence and harmful practices. Across all its interventions, UNFPA places women, adolescents and young people at the centre, with a strong emphasis on gender equality, bodily autonomy, dignity, and rights.

 

The UNFPA Strategic Plan 2026–2029 places normative and upstream engagement at the core of achieving transformative results. The Strategic Plan prioritises strengthening laws, policies, and governance systems that shape gender equality, bodily autonomy, and freedom from violence, to address structural and systemic barriers. In this context, focused engagement on normative work is critical to advancing UNFPA’s mandate, anchoring programmatic gains in enforceable rights, and driving sustained social and normative change.
