About Project:
HLFPPT through the Central Tuberculosis Division (CTD), Ministry of Health & Family Welfare (MoHFW), Government of India (GoI) is implementing “Program Towards Elimination of Tuberculosis” to improve the coverage and quality of Tuberculosis control interventions in the private and public sector in the Three targeted states of India viz. Bihar, Madhya Pradesh, and Karnataka through the State Technical Support Unit (STSU)
In order to take on these tasks and intensify private sector engagement and to ensure successful implementation of innovative interventions, and to get desired output, HLFPPT as a TSU is looking for State level Human Resources that has sufficient capacity in areas such as strategic purchasing, private sector engagement, Direct Benefit Transfers, multi-sectorial collaboration etc.

1. Organization Structure of STSU:
Key competencies required for delivering abovementioned responsibilities are contract management, public private partnerships, direct benefit transfer expertise, public finance management, in addition to the programme management structure. The structure of STSU shall be as under:

Indicative Salary Range: 90 K to 1 Lakh /month
· Provide technical support to State TB Cell in routinely analyzing the programme data and to provide timely feedbacks for programme improvement; Assist STO in conducting in-depth analysis and interpretation of routine surveillance data using Nikshay and provide input for development of contract management system/Public Private Partnership.
· Provide technical support for improvements in NTEP electronic recording and reporting systems to optimize it for programme monitoring and reporting requirements at State level;
· Build capacity of State/Districts Tb Cells in producing information from reported data and use of such information in programme monitoring and decision making;
· Assist State Tb Cell in the preparation of quarterly and annual NTEP performance reports;

Indicative Salary Range: 90 K to 1 Lakh /month
· Monitoring the Contract Request Form vs. the Approved Budget allocated for the Projects and ensure that the Down-stream Contracts are issued within budget;
· Ensures the legality of contracts and their proper commissioning;
· Managing the contracting process in accordance with organizational / CTD guidelines and in a timely fashion;
· Coordinate with State TB Cell, responsible for procurement on a regular basis and provide support in procurement process/contracts prepared by the state /districts.
· Support and supervise the procurement functions of the state TB Cell/ Districts to provide complete integrity and transparency.
· Perform periodic review of the procurement files and records maintained under different contracts of PPSA.
· Support State TB Cell in managing Down-stream Contracts( district level) – development of Contracts, managing Suppliers, documentation and MIS, ensuring timely reports from Suppliers, etc.

Direct Benefit Transfer Expert
1
Masters’ degree in Economics/ Health Economics Finance/ Management/ PGDM (2 Yrs Full Time-AICTE approved), or any other related field, from a recognized University / Institute.
(1) must have a minimum of 5 years’ experience; on Public Financial Management System or Digital Financial Services, with the public sector is essential;
(2)Must have experience in data analysis, data visualization and preparing presentations to demonstrate inferences and drive action points;

Indicative Salary Range: 90 K to 1 Lakh /month
· Support State TB Cell in Improving the Reach, Effectiveness and Impact of Direct Benefit Transfer (DBT);
· Ability to analyse the DBT related information generated from Nikshay and PFMS and derive inferences and actionable on ground to improve DBT performance and uptake
· Ensure that updated and relevant manuals, SOPs and guidelines are available to all implementing stakeholders;
· Provide support for conducting reviews and monitoring of schemes with the Public Sector counterparts; facilitate process of performance appraisal and feedback to all program leadership at all levels in the state.
· Understand various existing processes in NTEP in the context of DBT and identify improvements and make recommendations to improve turnaround time and performance;
· Support State TB Cell:
o Set up a robust program monitoring and evaluation systems for state and district level teams, to track results and outcomes of various DBT schemes;
o Provide technical and training support to State Governments in increasing performance and uptake of DBT;
o Coordinate with All Stakeholders:
§ Coordinate with NTEP, PFMS, NHM, Department of Financial Services, NPCI, Banks, NIC, etc. to ensure smooth functioning of the DBT system;
§ Coordinate with the IT Team to ensure effective integration between Nikshay and PFMS;
§ Any other responsibilities, assigned by State TB Cell.
Information and ICT Expert
1
Degree in Computer Science/ Information Technology or a related discipline along with Post-graduate qualification in ICT Management (e.g. Masters, Project Management etc.) from recognized University/ Institute.

Public Private Partnership Expert
1
Postgraduate in management / PGDHM (2 Yrs full Time-AICTE approved)/ finance/ economics/ Life Sciences/ social sciences from recognized University/Institute.
a) At least 5 years of experience in design and management of health sector projects with significant experience of designing and managing PPP projects.
b) Experience of working with state government and handling policy discussions and negotiations with senior policy makers within the government.
c) Experience of working with private health care providers like hospitals, diagnostic centers, etc. or handling assignments related to clinical and non-clinical hospital services and ancillary support services shall be an added advantage.

· The PPP Expert is expected to provide overall policy inputs and strategic support related to different PPPs under NTEP to State TB Cell.
· Developing the operational framework for already approved PPP guidance under NTEP.
· Supporting States TB Cell to develop private partnership and assist states to identify PPP areas.
· Supporting state TB Cell in undertaking financial feasibility of the PPPs and developing the financial model and bid parameters.
· Supporting state TB Cell in developing partner selection guidelines, tender documents for selecting the partners, advertising for partners, facilitating pre-bid meetings, tender evaluation and all other tasks related to transaction management.
· Supporting state TB Cell, in partner management and contracts management.

Inter Sectoral Engagement Expert
